gavelStandard Operating Procedure

Four-step clearance workflow for a Class 9 container

A fully visualised closed loop covering factory inspection, carrier special-slot approval, maritime dangerous-goods declaration and terminal dangerous-goods warehouse loading — with the output document named at every node.

  1. 01domain_verification

    Commodity inspection and packing appraisal

Once the explosion-proof packing is complete, the local Customs authority is invited for on-site sampling. Pack watt-hours, fire-retardant barrier thickness and drop test reports are verified, and the dangerous-goods packaging appraisal result sheet is issued on the spot.

Days 1-2 after packing · Output: packing certificate number and maritime electronic ledger
  2. 02approval

    Carrier special-slot approval (DG approval)

English MSDS, UN38.3 and the battery technical specification are submitted to Maersk, COSCO or CMA CGM. The carrier dangerous-goods desk allocates stowage position, segregation class and a shaded, ventilated on-deck slot.

5-7 days before sailing · Output: SO booking annotated DG Class 9 / UN 3480
  3. 03grid_goldenratio

Terminal DG warehousing and maritime declaration

The special dangerous-goods container is moved to the terminal DG warehouse. A licensed loader applies the four-sided Class 9 diamond placards and uploads photographs to the container packing safety certificate.

2-3 days before sailing · Output: maritime electronic declaration approval and warehouse entry note
  4. 04directions_boat

Customs release and original bill of lading

The export tax-refund declaration is filed and the packing certificate recorded for direct release through the gate. Within 48 hours of the mother vessel departing we issue the original bill of lading and the destination one-click clearance document pack.

24 hours before sailing · Output: clean on board bill of lading

Document checklist: verify every item before the container leaves

Port holds, packing-certificate returns and heavy demurrage almost always come down to inconsistent documents. The factory trade team and the carrier reviewer check this list together before loading; nothing ships with a missing item.

Customs enforcement focuses on three things: document consistency (nameplate characters matching the packing certificate and declaration), the compliance of the explosion-proof separation materials, and cell serial-number traceability. Because every batch carries laser-engraved QR labels and a barcoded packing list, an on-site officer completes the check by scanning in about five minutes and the container is released the same day.

helpFrequent Compliance Questions

Six shipping pitfalls buyers and fleets ask about most

Practical answers on avoiding port holds, packing-certificate returns, heavy demurrage and carrier blacklisting.

Must lithium batteries be booked as Class 9 dangerous goods, or can they be declared as general cargo in LCL?expand_more
Absolutely not. Major liner operators and China MSA run high-resolution X-ray scanning and big-data screening on lithium shipments. Declaring a pure lithium battery as general cargo leads to cargo seizure, punitive fines in the hundreds of thousands of dollars and potential criminal liability. TIANQIU files 100% legitimate original packing certificates — compliant, safe, and cleared without obstruction.
Many small factories say they cannot obtain a packing certificate. How does a buyer verify one?expand_more
A legitimate packing certificate must be applied for directly by the company at its local Customs office, and the precondition is a nationally accredited packaging performance sheet for the carton. Unqualified assembly workshops cannot obtain one because their packaging has not passed drop and stacking tests. TIANQIU holds direct Customs filing status and supplies an 18-digit anti-counterfeit verification code that is searchable in the official Customs system.
What special certification does India require, and how does FAME-II fit in?expand_more
Exporting to India currently requires AIS-156 Phase 2 for light two- and three-wheeler traction batteries. The regulation mandates independent data traceability per cell, thermal propagation isolation testing and smart BMS short-circuit cut-off. We have supported several Indian OEMs through ARAI approval, with immediate clearance at Nhava Sheva. See the India market desk.
The voyage lasts 30-45 days. How is self-discharge and state of charge controlled?expand_more
International air and sea dangerous-goods rules require pure battery shipments to sail at 30% SOC or below. Before loading we calibrate SOC precisely to 28% ±2% on automated high-precision cyclers, and fit a zero-consumption deep-sleep BMS, so cell voltage drift stays below 15mV after 60 days at sea and the pack can be energised on arrival. Deep-sleep self-consumption is ≤ 50μA, so the pack is usable well inside the shelf period.
How does the Kenya and Tanzania PVoC / TBS pre-shipment inspection work?expand_more
For East Africa the container must be supervised and sealed by an accredited inspection body such as SGS or CCIC before loading. TIANQIU's export team books the inspector to the factory to verify cell appearance, packaging marks and fumigated pallets, and issues the certificate of conformity — keeping the container free of any re-inspection penalty at Mombasa or Dar es Salaam. See the Kenya market desk.
If Customs inspects a lithium shipment, what do they check, and how do we avoid missing the sailing?expand_more
Customs focuses on three points: document consistency (nameplate characters matching the packing certificate and declaration), the compliance of explosion-proof separation materials, and cell serial-number traceability. Every batch carries laser-engraved QR labels and a barcoded packing list, so an on-site officer completes the scan check in about five minutes and releases the container the same day — filed within four hours on average, with no impact on the booked sailing.
